CE-30784-2 and the text "The USB storage device is not connected." most times is your stick is formatted incorrectly.
It needs to be FAT32 or (preferably) exFAT
It won't recognise NTFS.
The PS4 can be "picky" over usb memory sticks even if they are correctly formatted as well.
