Can't pre-order The rise of iron

I spoke with Bunige and they told me to try to restore my ps license and i did but nothing new happened, so they asked me to contact Playstation. Everytime i try to pre order the game it says "this content cannot be selected at this time" i've tried 3 account my EURO,US,Qatar but the same error cames again and again.

So please can anyone help with this issue.
