If you're both getting Nat 2 then I don't really know what else you can do.
I have two friends with exactly the same issue, except on VM.
They can sometimes connect but get that issue so frequently it's unplayable. They've given up for the time being.
You'd have to assume it is a problem at Bungie's end, though I'm sorry I can't offer a solution, just sympathy.
