Yes they are a little loose, but to my knowledge its because of the vibrations. With the older first ps4 it made more sound because the feet werent absorbing the vibrations. They made it like this so it doesnt make more sound. But i dont know for sure, when people say theirs not loose its because for them it isnt. But mate dont worry. Mine are loose too.
