I'm still having the issue. HDMI Control is off on my system. After a clean restart last night, I played some Doom, quit Doom, watched some Netflix, and then I put my PS4 Pro into Rest Mode. After hanging for a long time on the blue entering Rest Mode screen, I heard a double beep from the PS4 and the system entered the pulsing yellow light state. At this point the system is unresponsive to anything and I need to hold in the power switch until it fully shuts off and restarts. It then does a system storage scan and everything works fine, assuming I don't try Rest Mode again.
