Hey guys I had the same problem. To fix it, all I did was unplug the PS4. After that I pressed the PS4 button on the controller while it was connected and the PS4 turned on. I still got that screen but just pressed the home button on the controller and went through the basic first-time PS setup menu. Then I signed in normally. Hope this helps, because I definitely didn’t want to send my PS4 in or buy a new one.
