Yes... No Refunds after the Downloading sequence has begun or completed.. Only a faulty game will result in Sony offering a Refund. You could call Customer Support and ask.. they do treat calls by case to case and you may get lucky with a very kind operative.
But not all is lost, if they don't ..... Just activate the purchasing Account to Primary on the Console. Primary Accounts can share to all other Accounts you have on that Console. You can then play the game from your other Accounts.

You can set all of your Accounts as Primary.
Any game purchased on any Account can be accessed by any of the other Accounts.
You can also allow Online Play for the other Accounts by activating the Account that purchased the Plus Subscription.
I have a fair few myself, all of which are set as Primary. Works well.
