Yes you can still get the software to mod PS4 saves, as stupidly enough they are identical to PS3 saves in terms of encryption.
The fun used to be when you uploaded a modified save to the cloud and then used it in the cloud via PSNow. You could just sit their and watch the server crumble as it didn't know what to do.
But if you modded a PS3 save and uploaded it to the cloud, it will still download and work fine on your PS4.
It works still for lots of modern games, allowing you access to all the in game currency you want without spending a penny.
I did say it was bad advice and thus I should stress to whomever reads this not to do it. As cheating is bad Mmm Kay
