Your Account would have been the Primary Account, so taking the Subscription out on that one would benefit the other Accounts.
You have put the Subscription on your bro's Account, that also needs to be a Primary Account to share to the other Accounts.
You are using 1 Console??
Then make yours and your Bro's Accounts to Primary Accounts.
