All I can tell you is that my (UK) copy has code CUSA06448 7197116 on the case spine, with a region 2 blu-ray code on the back.
I have had no luck finding the code for the US copy, which is what I suspect you have. The US is in a different PlayStation region to UK and Europe etc, which is why your dlc is not working.
