Error CE-34788-0 Unable to start PS4

Hi, I've just switched on my PS4 Pro and have gotten a message saying "Cannot start the PS4, Connect the DUALSHOCK 4 using the USB cable, and then press the PS button"

 

I do this and the next message shows "Connect a USB storage device that Contains an update file for reinstallation for version 4.0.7 or later. You can download the update file for reinstallation from playstation.com"

 

The hurdle and loop I am having is when I follow the steps and download the update, I get the error: CE-34788-0 with "The update file cannot be used"

 

I have tried at least 4 USB sticks/drives, downloaded from a hard connection on a laptop, PC and on a friends network but the Pro still gives the error.

 

My Pro was powered down correctly last night, the USB sticks/drives were formatted to FAT32 and the update file was downloaded from Playstation.com and placed in folder PS4>UPDATE. Also its had no other issues and the HDD is the origional 1TB.

 

Is this a fixable problem without wiping 1TB of data? i'm sure it must be otherwise why would it give me the option of an "update file" and its a real tipping point for me just selling the PS4.
