Well you can have up to 16 primary accounts on one PS4 . Are you only signing in as a guest? If you use your PSN you would just need to login and have your own saves, purchases ect.

It's your external IP address that will be blocked,try shutting down your network equipment for at least 10 to 15 minutes hopefully you will get assigned a new external IP address.
