Have you only just added the card? If it's a new card it will do a small transaction to verify the card (which will be returned). Funds probably can't be added until this process is finished

Login under second account then select "switch user" on PS4 via quick menu using the remote play device... Used to be caused by moving Primary account to and from to many consoles...
