Thats ur HDMI configuration in ur ps4 under Definition > System > Hdmi Device Link and HDCP options.
Also ur tv is at fault too, these options make ur ps4 Turn ON when ever u switch to ps4 hdmi port channel. U can avoid this by turning off ur tv at the same time u shutdown or rest mode ur Ps4.
