For the past two weeks, my PS4 is refusing to download anything. It keeps giving me the NW-31456-9 error despite my internet connection being fine and the ps servers up and running. I can't download the GTA V update (whatever that is) or even the 5.03 update or even GT Sport I bought from the store please help.

Who is your ISP?
How are you connecting to the internet?
What is your HDD space?
What is your router brand?
If we can get some more info it'll help.

I didnt do anything to anything to fix the issue yet apart from a bunch of tests and retires.
The ISP is a local Indian company called ACT Fibernet.

I'd first suggest try hardwiring your PlayStation if possible as wifi can be a little bit weedy. As this is the UK/Aus/NZ boards I can't really comment on whether your ISP is at fault, we do have issues with UK internet providers, so could even be a hardware issue with router etc..

Paranoia about my external hard drive. Please help!
So after a year of frustrating ps4 hard drive shuffling, I finally cracked and bought a Toshiba 1tb USB 3.0 external hard drive.
Right away, it worked perfectly. Formatted to the console. I was able to back up games I was unwilling to delete of the ps4. I was able to redownload older games to my machine.
I accidentally disconnected it uncorrectly the first time. The ps4 got mad at me, but after a quick "repair" everyone was friends again.
Unwilling to waste a usb slot, I safely disconnected the hard drive and the ps4 was totally fine with that.
But when I reconnected the hard drive, suddenly the drive's normal happy blue light had turned white. The ps4 freaked out "This device cannot be used! Please try reconnecting"
Throughly freaked out, I tried variations of that (console restarts included) but with no success.
Disturbingly, the ps4 stopped seeing this drive as valid, claiming it to not be usb 3.0 and suggesting maybe a reformat?
In a fit of fear, I suddenly changed the port from the second slot (which was what I'd been always using) to the first.
Success! Everything is fine! No stress!
Not willing to leave it be and hoping to permanently solve the problem, I once more tried to safely disconnect and then reconnect.
"This device cannot be connected!!! This device cannot be connected!!!!!!!!"
The solution this time was to shuffle the usb slot and eventually disconnect and reconnect the cable to the external drive.
So now it works again, and as can hopefully be seen, I'm now completely stressed out by external hard drive and my ps4 remaining friendly.
The obvious solution is to just leave the external drive permanently connected, but will this always work?
Half the reason for buying the hard drive was to save future stress and critical download limits on my internet plan from needing to constantly redownload patches if I get bored of something like Wolfenstein or Battlefront 2.
Does anyone have any suggestions or info of how I can ensure this thing will always function?
This all happened over a 24 hour period as well. I've barely owned the hard drive for more than a day.

I have purchased battlefield 1 premium pass 2 weeks ago and shows "premium trial active" in game.
Everything was fine till today, i am unable to play the new maps which require premium pass.

No more blackouts and I’ve narrowed the issue down to the PSVR. I now connect my Pro directly to my LG OLED 55 B7 into HDMI 3 port which is HDCP 2.2 compliant. I run my audio through HDMI Port 1 which is ARC into my Sony receiver capable of 7.1. If I want to play PSVR I have to manually switch HDMI cables to connect my Pro back to the PSVR box and into the OLED indirectly. So only if I play PSVR v1, I do this. All other games, I connect my Pro directly to the OLED. Hope this helps as I was at the end of my wits. BTW, my XBOX Scorpio runs flawlessly with my OLED. I am a fan of both systems...no limits.

I think biggest issue is there are so many models of TV's, some within the same range may have slightly different internals depending on size. Then throw in the different firmware they all could be on, stick in the different set-ups everyone has, it's a virtual minefield of trying to get a one size fits all answer. DF are good but I bet we'd see them all tired and gaunt from trying to solve this lol.

Also without sounding condescending remember you may see an initial install from the disc and also a patch install (some of which are very big), not to get confused by them.
It might be worth seeing if you could install the base game when not connected to the internet and then see how it work when you reconnect after install and the updates start coming in.

some user reported a similar thing with Call of duty WW2, I've got both games one digital and one disc with no issues, so I can't give any advice more than below but we have asked questions re: the pause icon from tech support so hopefully something will come from there.
also worth checking your HDD space as games sometimes need more than double to install, as they clear down the temp files once completed.

I have seen this issue and potential fixes for the PS4 Pro but I am using the standard PS4 which is only a year and half old and nothing has worked so far. Basically the signal from the HDMI will drop for a couple of seconds and then come back on but this occurs literally every 20 seconds so playing a game is almost impossible. I have tried all the Pro solutions where possible as well as using different HDMI leads, different ports and different TV's, rebuilding the database and nothing has worked. This randomly started today and yesterday was absolutely fine. I have done nothing today or last night that might have aggravated anything to cause this to happen. Has anybody got any idea what to do?
Also I am getting lots of white pixels on my screen at once that just keep dancing around the screen all of the time except now and again they'l go for half an hour or so if anybody knows why this is

If it's happening across several port/s TV's and HDMI's, we probably can be safe to say it's the console.
How old is it?
Have you done a full factory reset as part of the fix attempts?

Could possibly be a sign of a failing gpu.
Could you maybe take a photo or video and post that here?
