Delete it, then run option 5 (Rebuild Database) in Safe Mode
If you are downloading via wifi, try using an ethernet cable or see if you can use someone else's internet connection (with their permission, ie, pop around to a family members house with your console, I don't mean using your neighbours wifi)
So, you unplugged the PS4 with it attached while it was powered on, then at a later point just unplugged the hdd while the console was on.

idk if you fixed it already, but i was having this same issue. I had read and everyone was saying restore the license but that didnt help. So what i did was go to settings> Sharing and Brodcasts> Link with other services then sign out of the youtube account. Then go to Account Management and restore the license and sign back into youtube and it worked for me! I Hope this helped if you havent figured it out yet! :)
Same issue with me, it is showing purchased but no downlink link available. any solution. i have purchased other 3 DLCs but same result they get download but not installing.
while installing Heist and other 2 DLCs it says , could not find the application , do you want to find it on playstation store. Although game DVD is in Ps4 as well.

If they are "waiting to install" or looking for the application and can't find it, it's because the SLC is from a different region to your game, so they aren't compatible. One of them will need to be purchased again from the correct region so they are compatible.

so the other day my ps4 froze i couldent turn it of so i had to turn it of at the wall this screwd it up because the ps4
then was booting up in safe telling me to install a update from usb i have done this with using the one near the
bottom of the page it will start to initialize get to 99% for a while then it says cannot initialize (ce-34697-9)
i have also tried taking the hard drive out and putting it back in im now out of ideas iv been trying all day to get this

I recently re-downloaded AC the ezio collection, and none of my saves are there, while all my trophies and stuff still appear on my main PS4 screen... Online storage shows only the useless empty slot. Anyway to fix this?

Are you sure you uploaded the saved data to the cloud ?
